Shoals (Surf Mat)

Sand shoals are underwater obstacles/hazards.  They may break the surface here and there.  A small shoal is an oblong shallow area with a long dimension of up to 1/4 of the mat width.  A large shoal will be about 1/2 the mat width.  On a SURF mat, they are placed off-center toward one edge of the mat, suggesting that land may be nearby.  On a SHORE mat, they are placed roughly in between the shoreline and the opposite edge of the mat.  Combine with Reefs for extra peril.
